Call for ESBG 2013 hosts

Call for ESBG 2013 hosts

It's a tradition that ESBG hosts facilitate the selection of the next ESBG, and following the online election method chosen in 2009, we hereby invite anyone interested in hosting the next European Gathering of Straw Bale'rs to please submit a 1-3 page (.pdf as well as .rtf document; special made website is welcome) presentation of your proposal, including 1 significant picture of the place or area, before March 1st.

Proposals should be mailed to esbgteam@gmail.com

Apart from the obvious, (Nation, organization, capacity, location), we recommend that the host presentation address the following issues:

-ESBG and/or ESBC (We recommend dividing into 2 different events; a participatory non-profit Gathering, and a facilitated commercial Conference. (See here for explanation)

-Environmental sustainability of the event

-Catering to various levels of accommodation

-Proposal of program/activities

-Experience

-Motivation

-------------------------------------------------------

Process:

All received proposals will be linked to from www.permalot.org and available on March 2nd. As the system of national contacts is not fully functional, the election is hereby announced not only to the national contacts, but also to all previous participants of ESBG's, the various e-lists, the euro-SB web etc.

Voting

It will be possible for countries to vote until March 15th. Voting requires email log-in.

We recommend that national voting systems are made available, to ensure the national vote is a representative result of 'balers' from that particular country.

One country: One vote!

If more votes come from one country and they are all in agreement, they will be counted as that countrys 1 vote

If more than 1 vote is received per country and they are not in agreement, the particular voters will be asked to reach a compromise and resubmit the vote within 3 days. Otherwise the vote of that country will be ignored. (We hope this will help in rectifying or selecting a national contact asap!?).*

Only European countries are elligible to vote (Yes, that includes Turkey!).

Result

All votes -and subsequently the result- will be available online on March 18th on www.permalot.org. We will also inform the future host directly.

----
The small print:
Yes; this is a dumb voting solution, but we couldn't come up with a better one while remaining fair and inclusive.
Here's why we don't just allow someone from each country to vote:

-Several countries don't have a contact (And we don't know any balers in some of those countries)
-Several national contacts don't forward any mails, don't reply etc.
-Several contacts happen to be individuals who were written in as they were present in '09, or friends of some of the guys wanting a contact for each country. They simply don't know/have a network in their country.
-...and the worst part of some of the national contacts; They have manipulated themselves into the position (no appointment/election), and use it to withhold information and use it to their advantage. It was very clearly seen when we initially offered tickets for the ESBG 2011. We'd rather not offend anyone, just trust us: The current national contact system is disfunct in majority of the countries.
Perhaps the "Open Enterprise Model" could be a model for a future structure, the problem is that there's no decision system currently in place to decide for it, on the contrary there's a large degree of power-mongering going on in the European SB world, making it very difficult to introduce in a fair manner: We suggest this to be a topic for ESBG 2013...
